I see many posts that say there is an “Add to Apple Health” on the CVS app for vaccines but I do not see that. I have downloaded a pdf but there is no way to import that into Apple Health and no way (iOS) to manually enter. Why can’t Apple work with CVS to correct this ridiculous connectivity problem? If anyone has suggestions I’d appreciate it.

While it would be nice to be able to connect them, you have it backwards. It is always up to any third party to be able to work with Apple. Contact CVS and let them know what you want. Apple cannot make changes to CVS programming.
If you contact them, be sure to let them know which iPhone you have and which iOS is on it. For what it's worth, on my iPhone, the CVS health app shows it requires iOS 16 or higher. If you have not updated in a while ... and your phone is eligible for iOS 16 or higher, you should update then try again.
