Stuck downloading Apple Intelligence on iPhone 17 Pro Max

My iPhone 17 Pro Max has been stuck downloading Apple Intelligence for three days. What's the fix? Do I need to wait for Apple to roll out an update?

If I check the phone storage, I can see that it's been downloaded to the phone..
