My wife’s iphone is lost and airtag was connected with her iphone and now she didn’t know her apple id .. how can i connect air tag without apple id and iphone ?

An Apple AirTag is associated with an Apple Account (aka, Apple ID), not to the iPhone itself. In order to be able to use this tag, she (or you) would need to first remove it from that association and that would require an iPhone to do so.
I do not believe that is possible at all.
