how do I get my iPhone to stop asking me to set up Apple Pay?

There are lots of iPhone "features" that I don't use and don't want to use. For instance, I put nothing on iCloud and use it only for FindMy. I also don't want Apple Pay. However, each time I update iOS, I get a red "1" which says "Finish Setting Up Your iPhone." There is no option to dismiss that that I can find. Does anyone know of a way to get an iPhone to stop asking you to do something you really do not want to do?
