Education promo order cancellation due to missing documents and exceeded quantity limit

it always says that I have reached the exceeded quantity limit even though I only buy 1 item. I keep trying it wont let me. What should I do the education discount is almost over.

Original Title: Order got cancelled due to requested documents for the educational promo. apple’s mail app didn’t notify that I got an email from them. Now I can’t buy the same product.
