Setting the wallpaper to shuffle all continuously does not change the wallpaper. Ever. Been broken since Sonoma.
Steps to reproduce:
All Apple wallpaper have been downloaded to computer. This appears to be happening to all my devices running MacOS Tahoe.
Only one wallpaper is shown and does not change.

A big "thank you" to jrollio! On Sequoia, I was able to have any wallpaper of my choice while having screen savers continuously shuffle. When I upgraded to Tahoe, that setting was maintained, but no shuffle. I filed a bug report. Just now, I saw your response on this thread. I selected the shuffle all aerials, continuously, in the wallpaper setting. I then went to screen saver and the setting there changed from custom to automatic and showed the shuffle all picture. It worked! I guess the shuffle doesn't work if the screen saver and wallpaper are not the same.
I never would've thought of it.
Tahoe 26.1 still same issue
I'm experiencing the same thing in Tahoe 26.0.1 - I have my desktop wallpaper set to "shuffle all" but it doesn't shuffle. If I select "shuffle aerials" or "shuffle landscapes" - same thing - it does not shuffle...
So you can only shuffle aerials and not all wallpapers? Seems odd.
