Do refurbished matchbooks come with the original operating system software or Tahoe?

If it was refurbished by Apple, it will likely have whatever the most recent OS it supports was when it was refurbished.
If it was recently refurbished, that could be Tahoe.
Otherwise, it would most likely some version of Sequoia.
Regardless of what it comes with, you can always update to the most recent version it supports or erase it and install any older version it also supports and you can get an installer for.
