Your Carrier is who manages your Cellular services. So, they are whom to contact here.
B. Turn Off Screen Time:
Screen Time can restrict a few things, such as outgoing calls and incoming calls, just to name a couple.

Troubleshooting Cellular:
So, when did this all begin? Was it after an update?
A. Contact your Carrier:
Having issues with Cellular, contact your Carrier, asking them to configure this to the correct settings. They configure all of this in the SIM card.
B. Go Here: If your Call Fails or you can’t Receive Calls on your iPhone - Apple Support
There’s nothing you can do then but take your iPhone to an Apple Store or authorized Apple service provider for examination and diagnosis. It’s possible you have a hardware failure.
