Insufficient data to reset security questions on Apple Account

The problem is, I don't remember what exactly I wrote or what answers I gave when creating my account. I don't even remember what language it was in. It's quite possible I wrote something random.

When I try to reset my security questions, I get the message "Insufficient data to reset security questions."

I've been using my email since 2009, it hasn't changed, and my Apple account password is also correct.
