No speakable content found on screen for Accessibility reading

I spoke to advisor went through settings then got cut off but was left with the above problem

Original Title: i have set settings for accesibility to read a book after going into photos and scanning the page but when doing that, it says no speakable content can be found on screen.... any ideas pls
