How do I change the mouse cursor in macOS Tahoe

There are many pointers in macOS, and none of them changed with Tahoe.

Perhaps you applied some customizations to the basic pointer, and those disappeared with the update?

Apologies, you are indeed correct. The pointing hand in Safari is different, and does not look the image in the Apple macOS Guide for Tahoe. In some other apps (for example, hovering over a link in Word), the pointing hand is 'normal' (same as the image on the right, which is also the one used in Safari on Sequoia). But hovering over a link in Apple Mail gives the 'new' pointing hand.

Had to have been programmed that way in Safari, but the inconsistency is not typical for Apple.

The hand cursor was changed in Tahoe. I doubt it's a "bug" or will be changed back, but feel free to send Apple feedback

Matches what Apple's Guide says the pointing hand should look like. But it does seem to be Word-specific so maybe that's on Microsoft? Excel uses the "new" pointing hand and the open hand is also updated (no longer what shows in the Tahoe Guide).

Definitely seems like this the new normal, Apple just needs to update their documentation to match.

A change is fine. But it should be consistent across apps, and it should be reflected in the documentation provided by Apple.

The 'new" cursor is the same in Mail, Notes, Brave, Firefox, and no doubt others. I can't speak for Word since I don't have it installed. 🤷‍♂️
