iPhone 17 Phone app keypad covers green call button

The keypad for the Phone app on my iphone 17 is too big. Someone posted about this a few years ago and was advised to power the iPhone off and on, and turn off any accessibility settings that might be causing it. I've done all these things and still, I cannot use the phone app. I see the numbers on the key pad, but a toolbar with the Favorites, Calls, Contacts, Keypad, and Voicemail icons cover up the green call button, so I can't actually make a call. I've tried using the three-finger and drag move, to unzoom the screen, in case that's the problem, but if I touch the screen anywhere, including on white space, it dials one of the digits. Also, no other screens on my phone are zoomed in. Any ideas? I'm using Siri for now to make calls, but considering the fortune I paid for this phone, I would like it to work the way it's supposed to.
