Apple ID password issue

When I go to change my Apple ID password it’s tells me that I have to wait an hour for some reason which I can’t remember, but that’s not important, what I’m frustrated about is that after the hour is up it makes me wait all over again like as if there’s a glitch and something isn’t processing or working and I am trying to change my password because I frequently have somebody getting into my email and messing with it there’s been a hacker in my account not in my Apple, but in my email and my apps it’s been messy and they fill up my data so that it’s hard to keep everything renewed. If that makes sense. I’m not the best at explaining things.
