Tried to measure my heart beat and whilst the app loads, it doesn't take a measurement. Switched to the ECG app (I know it's different) and wouldn't even load. Switched to the Workout app and it won't load. I have checked the settings on the watch app on the phone and they are fine. Looked at the settings on the watch and Health, Activity and Blood Oxygen won't load.

Did you already force restart the watch?
To force restart, press and hold the Digital Crown and the Side button together for about 10sec, until the Apple logo comes back again.
The next step would be:
Unpairing and setting the watch up as a new device, without using the latest backup would be the way to rule out a software issue or defective data from the backup.
