Depends on if you have a Silicon or Intel Mac. The Silicon Mac is a bit more tricky where you have to begin with the Mac shutdown. Just follow the steps carefully. It was the same way before Tahoe too.

Using a Bluetooth Keyboard may require Cabling the keyboard directly to the computer
Doing so would make the keyboard act as a USB connected Keyboard
Sometimes, the Bluetooth Kernel does not load into the Operating System fast enough to allow the keyboard to function when booting Safe Mode

Interesting. That has never happened to me using various Bluetooth keyboards on my M3 iMac with any version of Tahoe or previous versions of macOS. It may be possible with Intel Macs.
