iCloud storage upgrade stuck on 'Contacting Card issuer'

I am trying to upgrade my Icloud storage to 200gig but when I go to buy it, I get the spinning wheel and Contacting Card issuer


My card is fine and so I don't understand why this isn't working

✽ You may want to check what payment methods Apple can accept in your country or region:

See: Payment methods that you can use with your Apple Account - Apple Support


✽ Maybe the card's expiry date needs updating in your Apple Account ?

If you want you can sign in online to check your account details, or to update your details there:

Apple's sign-in webpage : https://account.apple.com/ (You may need to allow up to 24 hours for the changes to appear everywhere they are in use.)

or

✽ Seems you need to check with your card-issuer to find out why your payment is not going through smoothly. Eg: You may need to authorize International payments, or If you have disputed a charge from Apple, you may need to authorize payments to Apple again.


✽ You may have a debt from a previous subscription payment or purchase If Apple wasn't able to charge your card. Find out how to pay an unpaid order:

See: If a message says 'billing problem with previous purchase' or 'verification required' - Apple Support


✽ If needed:

Apple Support's method for upgrading: Buy iCloud+ or upgrade your current storage plan - Apple Support

or

iCloud Support website : info. / support / contact options etc. (online chat / phone / email etc.):

iCloud - Official Apple Support
