I am trying to create a scatter plot with numerous order numbers but selecting data only allows 1 order

I want each order/data selected to be a different color. The scatter graph should have two orders/colors. The raw data is also included. I can do this with an .xlsx file

You can do it, but there's a twist.

Numbers looks to the columns for the series data. Since your two blocks of data are in the same column it will combine them into the same series.

You need to shift your data for the second series to another column.

Then select the data in columns A through C and click the Scattergraph icon. You should get something like this:

If all the values are in the same Column B they will have the same color.

Instead of opening an .xlsx file have you tried copy-pasting the data into a table in Numbers and creating a chart from that? You'll get more reliable (and good-looking) results that way.

Numbers is reasonably good at opening simple .xlsx, which can save time in a pinch, but in many situations I've found it's better to recreate.
