See if the problem is present when you boot in safe mode, which disables 3rd party extensions and performs some system cleanup.

This Mac Mini M4 is driving me crazy after upgrading to Tahoe. Every other minute the cursor freezes and scrollbars flash for two or three seconds and then resume.

I took the machine twice for service at Apple Store, where they restored the system, tested for a while, and nothing abnormal happened. I configured it again as a new computer (so nothing is taken back from a previous setup)

but just the day after at home, the issue comes back to disrupt my work, it happens with almost every app.

Shut down and restart the computer and compare your results...

unplug all non-essential peripherals when testing

Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus

all known to cause issues on the macOS
