How do I save a fillable PDF with answers to iCloud?

When saving a fillable PDF to iCloud, the answers on the form don't follow. What am I doing wrong?

MacBook Pro 13″, macOS 12.7

One workaround might be to use the usual Print dialog, and select Print to PDF or Open in Preview and then print it. Save it to iCloud Drive.
