Quit TextEdit.app and relaunch it holding the Shift key down and try again.

Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus

all known to cause issues on the macOS

if no resolve— I would recommend not putting the window in full screen if that is the extent of your issue

you can try changing the file to plain .txt and compare your results

Try booting into Safe Mode then restart normally. Sometimes that will fix anomalies.

Can’t you scroll the text up?

Does the text cursor move up to the top line and out of view?
