No you cannot use the iMac as a display for the Mac mini.
There are third party apps and hardware that will allow it, but the performance is not adequate for video or display of rapid changing content.
You would be wise to budget $125 or more for a dedicated monitor for your Mac mini.

No not using a conventional display connection for a couple of reasons.
1) The new Mac mini does support using an iMac as a display.
2) The iMac does not have or support display input.
If you get a new Mac mini, then you need to use an after-market external display or an expensive Apple display.
