Why does the Contacts app flicker when I mouse over a contact?

There's something weird going on with the contact app. It seems to have stated with Tahoe, but it could have been happening in Sonoma as well (I don't rembember when I first noticed this).


There seems to be some kind of background screen refreshing that cause various components the app to flicker / draw little rectangles whenever I move the mouse around over the app, when the app is in the foreground? Here's a quick 10 second clip of what I'm talking about.

This is a visual bug in the Tahoe UI, and it seems that 26.1 did not address it. There's an interaction with the display involved, because you don't see it in a screenshot (left) but you do see it in an iPhone picture of the screen (right).



This is outside of the user's control, only Apple can address this.
