This happens because Windows doesn’t include Apple’s multitouch driver by default, so the mouse works only as a basic pointer until the proper driver is installed.
See if the following can help. Sorry, I don't have either device handy so I'm going by my notes.
- Download AppleWirelessMouse64.exe (part of the Boot Camp drivers). The easiest way is to get the latest Boot Camp Support Software directly from Apple’s website.
- Extract the ZIP.
- Navigate to: BootCamp > Drivers > Apple > AppleWirelessMouse64.exe
- Run that installer and restart your PC.
If scrolling still doesn’t work, using something like: Magic Utilities. It’s paid software but offers a trial and gives full gesture and scrolling support for Magic Mouse and Trackpad on Windows 11.
Alternately, if you want a free workaround, install the open-source Magic Mouse 2 Utilities driver from GitHub — it enables vertical/horizontal scrolling and battery level display, though gestures may be limited.
