iphone SE (3rd gen) running IOS 26.1 seems to have personal hotspot problem

When the personal hotspot is activated, the 'routing' function of the iphone does not seem to work correctly.

Everything works fine for any external device connected to the hotspot, PROVIDED the iphone itself is NOT attempting to send/receive data.

BUT as soon as an iphone app like Whatsapp needs internet access, the data speed for any other device connected via the hotspot is severely restricted.

eg Whatsapp uses only ~64kbps for a voice call, but even with a 4G WAN broadband data throughput of >20Mbps, any external device connected to the hotspot will get very poor data connectivity, sometimes freezing completely, for the duration of the Whatsapp call.

This would suggest there is a problem in the 'router' functionality of the IOS...which is part of the personal hotspot feature.

I my opinion this works as expected. The iPhone has to be able to use data for itself, this is the main purpose for the device, sending and receiving data and calls, and not providing the data link for other devices.
