Seems odd that with the big push for clear and dark mode icons that Apple's own iMovie, Numbers, and Pages don't change to dark. Clear mode does work. The rest of the core apps are dark but not those. Why?

I suspect the practical answer here is to just be patient, as @dialabrain suggests, those will likely be updated at some point. The Liquid Glass and other clear/dark mode change are evolving, sometimes with bugs. For example, the Clock app icon in the Dock was fine in Dark mode but had white hands on a white face (effectively invisible) in Default mode.
In 26.1, they fixed that one.
Because Apple hasn't changed them yet.
