A SafeBoot Start up your Mac in safe mode - Apple Support will sort many anomalies

Login and test. Reboot as normal and test. Caches get rebuilt automatically.

Troubleshooting a Flickering Keyboard:

What's the Chip of your Mac? Go to: Apple menu > About This Mac > Chip


Cache Resets:

Applies to Intel-Based Macs Only: Sometimes changes are made that require the system caches to be reset. So, attempt the following by using your keyboard:

The intent of the SMC Reset (and NVRAM) is that the internal devices, like the TouchBar, would be reset. With these caches now having being made anew, see if this works as intended. In all, the Touch Bar will now be back its default settings.
