Formatting, typically using Disk Utility ERASE feature, removes MacOS and all User information.


Now you will need to manually re-install MacOS to make progress.


Since your erased your logged-in Apple-ID as well you can only re-install the original "shipped in the box" version of MacOS. For the computer you cited, that is likely 10.12 Sierra. Once that is running, you can use the full power of running MacOS to upgrade to a later version.


Between 10.12 Sierra and all later versions, MacOS changes the drive format from the MacOS Extended required to install Sierra, and Apple File System (APFS) used by all later versions. The MacOS 10.13 High Sierra Installer will convert your drive as it installs. But later versions may not be willing to do that conversion for you.


If you used Shift-Option-Command-R to start up from Internet Recovery, you might get the macOS that came with your Mac, or the closest version still available.
