When people are selected for the wallpaper, only a few are shown. I am setting 3 people, 2 are showing and only 1 photo of the third person is used. There are plenty of photos of all of the people

Can't see all the choices when you change your wallpaper? like Photos, People, Photo Shuffle, Weather & Astronomy then...
Photos, People, Photo Shuffle: If you just transferred your photos to the new phone, it might still be indexing them. Photo Shuffle relies on the Photos app to recognize your pictures. Give your phone some time, especially if you have a large library.
Scroll down and add Weather & Astronomy, Kaleidoscope, Emoji, Unity, Pride, Collections, or Color, then they will automatically appear on the top line along with Live Photo, Emoji, and Weather.
