How do I permanently delete an old wi-fi network. I don't want to simply "forget network". It still shows up on available networks to join. I want to delete it. I cannot find an answer. Anyone? Thanks.

You cannot delete an available Wi-Fi network by any means other than making that network not available by powering it down, by moving out of range, or making the network SSID hidden. Hidden networks make the clients easier to detect and identify, too.

FWIW, there's a difference between "Other Networks" and "Known Networks".

Oh, I hadn’t considered that change. I recollect having seen it, but never looked at what was there.
I still had some leftover networks from a previous modem I assume came over when I migrated. They're gone now.
Yes. It just "Forget Network" and does not delete it.
One of those networks radiating a signal is one of my old ones. There must be a way to delete it. I cannot figure it out.

The WiFi list of networks that show up are radiating a signal. There is no way to remove those.
Have you tried System Settings > Network > Advanced… Known Networks and deleting it from the list?
