unable to add debit card to my apple wallet

i recently have had problems with my own bank, disputes about fradulent charges that now have been resolved, but the only problem i have left is with apple, after i contacted my bank about the fradulent charge, i recently resolved word that their investigation was done and i would be getting my money back, now here comes the issue. while all of this was happening i had to remove my old debit card from my apple acocunt, wallet, and really anything tied to it since i would be getting a new one, now whenever i attempt to add my new card back into my apple wallet, i just get error after error saying "contact your card issuer" so i did just that. as im on the phone with them they say its not a problem with them or anything that i am doing wrong, but that my personal device, my only phone, is on some sort of blacklist where apple doesnt let you put it back onto apple pay as long as you are on this list, i looked more into it and it is something called my "iphone’s secure element" and that the only way for me to be able to add my new card onto my wallet, is for apple themsevles to reset this element. now i have looked on multiple pages of their support website and have had 0 luck in finding any type of help at all, or any type of email or chat i could get with a real human, just words a website, i looked through multiple different reddit threads and reports and blogs people have written about this same exact issue, and none of them got resolved. this is kind of my last resort, to try and find anything that can help me fix this issue once and for all.

There are a couple of factual errors that are confusing you. The Secure Element (SE) is a separate SOC (System On a Chip). Except for battery power it’s completely isolated from iOS systems. It has its own storage, processor, memory etc. and runs Java, not iOS. It’s where your tokens representing your credit and debit cards are stored. The SE is not something that is reset by Apple.


It sounds that whatever you found online about the SE was in error.


Apple is not a bank. Apple does not verify cards for adding to Apple Wallet. All verification and authentication is done by the banks themselves. Banks may use the Payment Network Operator (Visa, Mastercard, etc.) for some verification services.


When you attempt to add a card to your Apple Wallet, your iPhone sends data about how you use your device, your Apple Account, and other information that helps the banks and PNO’s verify you, your device and your cards. The information is encrypted and Apple does not know the contents of the encrypted data.


The PNO and bank use the information you send for verification purposes and to reduce the potential for fraud from scammers etc. Apple does not participate in these decisions. If the PNO approves the request, it is sent to the bank for final approval and issue of the dynamic token representing your card. Again, Apple does not participate in the decision process and if a token is not issued, you receive a notification stating to contact the bank. Apple is not informed by the PNO or the bank the reason(s) for the decline.

thanks for the heads up and the correction on what information i got wrong, but i have infact tried settling it with my own personal bank and yet they tell me that they can do nothing about it, so im not really sure where to go from here. whether that may be a solution that i might find, or just have to live with the fact that i wont be able to pay easily using apple anymore.

i did take a look at what you linked in your original reply, and i may just have to come to terms with the fact that i wont have that feature available to me if i truly have to go through an extensive amount of work/frustration just to get a card back onto a wallet, there is definetly some underlying issue that i really just cant understand that they have and catn resolve, but for now maybe ill just stick off of it. i guess i shouldnt be complaining to much it gives me just one more reason to stay not glued to my phone. but thanks for your really helpful replys i can tell you have done this with many other people having the same issue again, maybe eventually ill rethink my desicion and come back to this and figure it out. (also im in the us)
