You can have 2 (or more) active user accounts, with the additional accounts accessing the Mac via Screen Sharing.
These additional users would need to be on their own Macs. They could be less powerful Macs, accessing a higher end Mac.
Or you could enable Screen Sharing to allow VNC access, then the additional users could use RealVNC Viewer on a Windows PC to login to the additional accounts.
Or RealVNC Viewer could be a Linux based PC, although that is a more complex setup.

You could connect many mice, but there will only ever be a single pointer.
no, only 1 cursor, never heard of any device / operating system, which could have more than one, would be a mess if they started to drag a window in each their direction.

Is this a hypothetical setup
Although this machine has only 1 Owner / Admin computer account
I can not Test your question beyond what has been illustrated earlier

A M4 Mac Mini Pro may have come installed with macOS 15 Sequoia or possible macOS 26 Tahoe
Moving forwards with the 2 mice thing
Currently using a M4 Mac Mini ( not Pro ) with macOS 26.1 Tahoe
Have an Apple Magic Mouse 2 ( Bluetooth ) connected
Attached a cheap Logitech USB Mouse
If I use the Apple Mouse it works
If I use the Logitech USB mouse it works
Though, each Mouse does not work independent of the other
