Finder Quick Actions produce a "Customize" option; even after customizing, the Quick Actions are not available, only the "Customize" option reappears. Relaunching Finder and restarting computer have no effect.

The Quick Actions are specific to the type of file you select in Finder. For instance, for an image file, you get:
For a PDF file, you only get:
And for, let's say an application file (.app), you'll only see the Customize option.
There are 6 options in the Customize settings pane. Five of them show up with an image selected, two of them show up with a video file selected including the only one (Trim) that doesn't show up with an image selected.
Keep in mind that you access this via a secondary-click (control-click, two-finger click) and that's called a Contextual Menu, meaning the options you see will depend on the context, i.e. the type of file selected.

Login and test. Reboot as normal and test. Caches get rebuilt automatically.
