There is no Manage Website Data in Privacy on my MAC

Cookies: I want to delete cookies and was instructed to go to Settings > Privacy > Manage Website Data. The Privacy tab (with the white hand on a blue button) within Privacy and Security is informative only. The remaining list within Privacy and Security offers no other options. I have deleted some items in Safari > History but I would like to make sure everything is removed. Thank you. C.V.
