How do I fix app limit, parental control, and app deletion issues on iPhone?

Hello, I am having a ton of trouble with my phone. I’ll set app limits and they won’t work, my messages keep telling me to ask a parent to open them, I delete apps and it’ll leave a weird looking net icon in its place then just stay there. With a ton of other things.
