Can you go to more depth? Is it recording right now? If so, then click on the red status bar and click the stop recording button or swipe from the top right corner down to the bottom left corner to open the control center and click on the recording button.

If you mean you want to completely disable the ability to record the screen, I'm not sure that's possible. The only place I can see to disable screen recording is Settings>Screen Time>Content & Privacy Restrictions>App Store, Media, Web & Games>Screen Recording. I don't know if that will disable it for things other than games, though. You'll need to test that out.
That will disable screen recording anywhere. But you will need to turn content restrictions on. The toggle is on the top of the content restrictions page.

Are we missing something? Or are you saying that the TV is asking you to turn off the screen recording? Did you do what I suggest earlier? Also go to the control center and click the button with two screens overlayed on top of each other. Make sure it is off. Then click the now playing widget and make sure the streaming icon isn’t blue and that when you click on it it say iPad.
My iPad was telling me to turn off the screen recording, which I did. I followed every step you all suggested, so please don’t talk down to me. I did one more test and it appears that this is a History Channel problem. Both the History Channel and History Vault both will not stream from my iPad to our Vizio tv through the USB dongle. I will look for WiFi booster.

That is not a problem. It’s intentional. Some third-party apps disallow some or all types of external displays.
