Continuous loading/spin wheel sign when I go to add my DL on wallet

I have a problem where the loading sign keeps appearing/going when I try to add the DL for Illinois in the Wallet app. I don’t get an error message; it just keeps spinning and spinning. I tried into my wife's phone and it get through. I tried everything, iOS update, region settings, done a network reset, and even factory reset my iPhone. But when I restore from my backup the issue still. But in the other hand when I set as new device/user I'm able to get through and add the DL successfully. What can be the parameter or settings that is preventing me to successfully add the DL?

Not a setting, but an app that’s being restored from your backup is interfering with the process. Setup as new and add apps back one at a time. Do you have any apps that connect to your Wallet? For example some states had their own app for adding DL, before Apple started its service. Did Illinois?

Do you use a VPN? Have you tried both WiFi and cellular services?

You’ve got to determine the app. Once determined, delete the app and associated data. Restore from backup and delete app that is causing the error.

Hi, I don’t use VPN. I have tried on Wi-Fi and also on mobile services. I also did reset all my network settings, but no success.

I just erase and reset all my settings and add my user without bringing my settings and back up to the phone, I’m able to do it but when I bring my back up and I restored the phone with my settings, I’m not able to do it.

if I take another phone, for example my wife’s phone I’m able to do it so it’s something with my settings that is preventing the Apple wallet to go further.

how do I restore my backup/my data after I add as new and add one by one?
