Apple Pay is supported by these banks:
Apple Pay participating banks in Canada, Latin America, and the United States - Apple Support
You can only add a card for Apple Pay use when the bank of an issued card allows you to use it for Apple Pay. You would need to contact Money Network for the options they have for sending money.
Apple Pay does not itself hold any money so you cannot directly send money to it from anywhere.
It appears you can add a Money Network Prepaid card to the Apple Wallet App and if its a debit card, you should be able to use to it to add funds to your Apple Cash account if that is what you mean.

If you mean something else, then please clarify.
Money Network is a FinTech and not a bank. Most Money Network-branded prepaid debit cards are issued by partner banks such as Pathward, N.A. or My Banking Direct (a service of Flagstar Bank) and in some programs MetaBank or Bank of America have been issuers. The specific issuing bank for your card is printed on the back of the card and in the cardholder agreement for that particular program.
If the bank for your card is not listed in the Apple Support article Jim linked to, you’ll need to contact the bank’s support team using the phone number on the back of the card.
