I’m working on my iPad, and each time I save a file as a PDF, it fails to open. I would appreciate your assistance with this problem.

Restart the iPad (simple but often fixes PDF bugs)
Press Volume Up → Volume Down → Hold Power
Turn off → turn on again.
This refreshes the PDF rendering engine.
From which App (or Apps) are you attempting to create or save a PDF? What steps, specifically, are you following to save the PDF file from the App? Which App are you using to view your saved PDF files?
Please also provide details of your iPad model and installed version of iPadOS - as this information may also have relevance.
With benefit of more information, contributors here may be better able to offer appropriate help or guidance beyond directing a simple forced-restart - which may, or may not, be effective in resolving the problem.
