Apple Watch update fails during pairing, no internet

I had an apple watch stored away for a few years got a new iphone and decided to pair it with the new phone. To do so I unpaired it from the previous icloud account and phone. Now when I try to pair it with the new phone it says it needs to be updated. In every attempt to update it while pairing it says unable to update because you are not connected to the internet. It is in setup mode on the watch so I can not figure out how to connect just the watch to the internet and update it independently. The phone is with out a doubt connected to the internet though. HELP!
