I'm on my Mac running the latest OS. I am in Preview and want to save a file to a specific location. I go to "Save as". I want to save it in a specific folder on the iCloud Drive. The save dialog box shows me the "Recent" folders and the "Favorites" folders but that's not where I want to save it. How do I get to other folders to save the file? Thanks

When "Saving As" Preview should open a Finder window, with all the locations you can go to on the side panel.
Is that not what is happening?
If you have many folders added to Favorites, you may need to scroll the list up to see further Locations there.
Also make sure the Locations list if visible on the side plane is expanded. It could be collapsed and hiding the other available locations.
