Why are calls from a specific number going straight to voicemail on iPhone?

All of a sudden I cannot get through to my son when I call him. It goes straight to voicemail. I’m not blocked, he’s double checked that, and it’s not on DND. Could his girlfriend make my calls go to voicemail somehow without blocking me?
