Incoming calls are not going through

My brother's iPhone 11 Pro Max, IOS 18.3, has been giving callers the "wireless customer not available" message though you can see their call hit the phone. Oddly, I am able to call him successfully from wherever I am. It started two weeks ago affecting known numbers. No numbers have been blocked. None of the normal reasons for the message are appropriate.

Tell him to check his focus settings.

The difference is you are probably in his favorites. Focus settings by default allow favorites.

I had checked those at first. The simplest thing turns out to have fixed it - cycle off and on!
