Notes toolbar is missing on Mac (not iPhone)

I've seen multiple answers to this relating to the iPhone (where I have no issue with this), but in the iCloud Notes on my MacBook Pro (running Sequoia 15.6.1), there is no toolbar. LOOK:

This is what I see. Has also been true prior to running the current OS version. I used to be able to drag and drop an image or create a table, but no longer.

Please advise...

Thanks.

I see the same on my end on iCloud.com. I don't think it has anything to do with the version of macOS but rather how Apple decided to implement Notes on iCloud.com.

Any particular reason why you don't use the Notes application directly on your Mac? Even your iCloud notes can be viewed and edited in the application. You only need to turn on Notes in System Settings > [your name] > iCloud.

The problem you might have encountered in the past is slow iCloud synchronization between devices (Mac or iPhone). I know I've had this issue as well.

It is much better now, though. My Mac is on macOS Sequoia 15.7.2 and my iPhone on iOS 26.1 and it's been a few months now that I haven't had any sync issues.

My temporary solution at the time was to quit completely the Notes application on the device, wait a couple minutes and reopen it to force a synchronization.

I have the Sync this Mac toggled on in the Notes section of the iCloud settings already. I think I assumed that was syncing the iPhone's Notes with the iCloud's notes (forgetting about the local).

I used to use the local Notes (a long time ago), can't remember exactly why I switched to the iCloud version, but I think it was b/c I was having a problem with the local version and I was following someone's suggestion. Since then, I forgot that there are the two versions (getting older, you know...). I just opened the app and see that it has a toolbar. Guess I'll have to switch back. Thanks for the reminder.

Now, Apple, why aren't you being consistent among all three versions?
