iCloud backup/restore iPhone 14 to new iPhone issues

Previously phone is a iPhone 14 plus on ios 26. Didn't previously use icloud. Upgraded icloud to 200gb, and turned on device backup on the 14. Trading in and got a 17 pro. Fortunately the sales person at verizon still has my trade in and is communicating with me and is helping me through the process. icloud shows that it backed up all my photos (2gb), and all my messages (8gb, 66K messages). The 14 will not backup my apps or settings at all, no matter what i try. Contacts (3400 contacts) seem to be backing up and restoring via google and not via icloud. icloud contacts are empty. Phone has pulled about 3300 from google, leaving 100 or so missing..

On the new iphone, only about 70mb of messages will sync, and none of the other messages will, nor any multimedia. None of the apps will backup nor sync to my new phone at all. My 14 on icloud shows only 6.9gb backed up, out of a completely full 128gb device.

icloud is completely turned on on both devices, with all the green switches turned on. imessage is turned on in the messages settings to sync.

How do i get all my messages to pull down from icloud and fully sync? How do I get my apps and settings to back up on the 14, and then sync to my new 17? I need to resolve quickly, the verizon rep will only be able to help me for another day or two.

Your iCloud backup is incomplete because Messages didn’t finish uploading. The new phone can’t restore what isn’t in iCloud. To fix this, plug in the old phone, restart Messages sync, let all 8GB upload, delete old backups, and create a new full backup. Then erase the new phone and restore from that complete backup. Contacts need to be checked in Google, not iCloud.
