Stick the pencil to a side on the iPad. Go to settings… Bluetooth and connect from there. If you have a new iPad and an older Apple Pencil’s it not compatible and won’t work.
You mention a USB-C Pencil - and presumably have a compatible iPad.
How you pair and charge your Apple Pencil is determined by your iPad model and corresponding Apple Pencil. Apple Pencils are not universal - and can only be used with a compatible iPad model. For reference, here is Apple's definitive compatibility list for iPad and Pencil:

Both the USB-C Pencil and first generation Apple Pencil can only be paired and charged via direct connection. Neither can be charged wirelessly. Connecting the USB-C Pencil to the host iPad's USB-C connection, with its charging cable, automatically triggers pairing:
