How to resolve pending charges and enable App Store purchases despite billing issues?

How do I eliminate these pending charges that have held my account hostage now since at least September?

I has reasonable excuses:

I am not paying for apps I didn’t want, didn’t use during the time period for which they’re charging; didn’t even have access to my devices or my account during such timeframe due to unforeseen circumstances beyond my control; i.e., government intervention; addendum: I will gladly pay for cloud services, working on pulling those funds together cuz I might’ve been murdered, long story.<<end thought>>

Can we solve this puzzle? Pretend I don’t even have a way to pay them if I wanted. Although I will make sure to pay my cloud storage but I need a better system payment processing format to not only manually select which things to purchase but to anticipate which things are going to be attempting to be purchased/processed soon, now, or sometime in the foreseeable future. I’m not briefed on the technical details of the company’s contractual obligations to their app developers and relevant App Store app providers, but if possible; Please tell the Apple debt collector agency, that from time to time they might need to tell their third-party, “No, sorry. We tried to process payment and did our due diligence in attempting to collect a debt as your servicer, but we cannot justify continuing to disrupt market trade operations beyond the efforts we have made up to now. It appears the customer did not use the product or service after the trial period had expired (this should also be another click and agree to make purchase situation, right when the trial period of an app ends it needs a new pop-up menu to agree to actually make the purchase at the time of payment process, it’s just a cheesy scam that is very frustrating and short-sided otherwise. People like to feel like their product or hardware protects them from themselves and the big bad me olvidè (“to me it has become forgotten,” or to that affect); we want Apple to make us feel safe and secure, isn’t that what the devil is for?

Does this happen to others?

Is it surprising that people still purchase inferioroid? What do you mean? My mom turned her Glxy Pen Pad Phone 8 into an iPhone 14. My computer and all relevant resources cannot tell a difference either; cloned.


I’m just comparing frustrations here.

Original Title: Help needed getting around “There is a billing problem with a previous purchase”; goal: download new or old things from App Store, be able to update apps. Willing to settle for ‘dismiss’ button and/or ‘pay later’ or ‘open a small line of credit’ opt.
