can not create an apple account

I can't create an Apple account with my mainland Chinese mobile phone number. I'm in Singapore now. I can receive email and mobile phone verification codes, but I can't create an account.

Typically all features such as phone numbers, billing address, etc. need to be located in the same country. I am guessing it does not like the China phone number if, presumably, you are setting up an account for Singapore.
