Change phone number on iCloud account?

I received an email this morning saying that because my iCloud account has not been used in a 2 year time span it’s going to be deleted in January. I try to log in, I input my password, then it takes me to the verify with phone number.. it ends in 33 which is not my current phone number. I try another way but it doesn’t let me for security reasons. I have photo proof that it is my account, how do I go about fixing this?

It's specifically referring to your Google account. Not your iCloud account. The Google account appears to be using your iCloud email for its name though. But that is just a name on the account, it is not tied or related to your iCloud account at all.
Given the above, your iCloud account will not be closed or shutdown. But your Google Account apparently will be unless you sign in to it on Google's website as shown.
Not sure Google blocks sign in attempts, but whatever happened there you would need to resolve directly with Google. As its that account that is having the issues, not your iCloud Account directly.
