OK, do you have a red exclamation point at > System Settings?
If you do not have the red exclamation point to accept the privacy terms of iCloud, then sign out of your Apple Account at > [name on top]. You may see the option to save any data that is currently in iCloud to your device and you will want to do that, then sign back into your account on the Mac.

I got all the way to iCloud > See All > Reminders -- Reminders is all ready off. Those only appear to be toggles for what to save to iCloud. I still get nags to sync to iCloud. iCloud is on only for "Find My Mac" purposes. And I believe that the only reliably safe way to not have your cloud account hacked and data stolen is... to not have a cloud account with anything that could be stolen.
