My Apple Watch won't track workouts despite Bluetooth connection

Why won’t my Apple Watch track my activities? I’ve restarted both my watch and phone, both are up to date with their software. When I try to start a workout on my phone, it tells me that my watch isn’t available, even though it shows that it’s connected via Bluetooth.
